In this year’s New Years Honours list, Warrant Officer Donald NAPIER was awarded the New Zealand Distinguished Service Decoration (DSD). His
citation is as follows:
Warrant Officer NAPIER is the first Flight Commander of the New Zealand Defence Force Information Technology Academy (NZDFITA). The academy
      was set up to train and provide personnel on operational deployments with the skills and capabilities of building, maintaining and enhancing
large-scale server-based networks and to standardise training for such capability across the New Zealand Defence Force (NZDF).
His close association with Information Technology began when he developed the training which changed the RNZAF Telecommunications trade to the
Communication and Information Systems (CIS) trade; he also developed a generic computer training curriculum to provide CIS personnel with the skills
to establish full office computer desktop functions on deployable domain-based networks.
This experience made him a natural choice to be tasked with establishing and running an academy to deliver a commercially sourced training and
certification system for NZDF personnel. The first course graduated in February 2008 and since then, the NZDFITA has trained personnel at a fraction
of the cost of an external agency, achieving an almost 100 per cent success rate.
Such personnel are providing enhanced capability for the NZDF. They are also essential for the provision of deployed secure advanced domain
-based networks, which play an increasingly important part in exercises and operations.
