CITATION
Distinguished Flying Cross
Gazetted 7 December 1945, p6024
A most hazardous rescue of a New Zealand fighter pilot whose aircraft had been forced down in a rough sea three miles off enemy-occupied territory on New Britain, was made by Flying Officer REGAN, Captain of a Catalina flying-boat. Faced with the dual risk of alighting on a surface with waves 10-12 feet high, and of attack from enemy territory on his lee, Flying Officer REGAN, fully aware of the hazards involved, made a brilliant cross-wind landing. He rescued the fighter pilot from the water, having deliberately accepted the risk of his crew and himself, and his conduct throughout was in accordance with the highest traditions of the Service. Flying Officer REGAN has completed three tours of duty in the Pacific
