For consistent good work in the Royal Air Force, both in active service (Egypt) and in the Training Squadron.  A painstaking and efficient officer.

For exceptionally meritorious conduct in the performance of outstanding servic to the government of the United States as Commandant of Whenuapai Airport, New Zealand, and subsequently as New Zealand Air Representative, Combined Chiefs of Staff, and Air Representative to New Zealand Joint Staff.  Of invaluable assistance to the United States Armed Forces in New Zealand.  Group Captain Seabrook assisted substantially in the development of the United States Air Transport Command acilities at Whenuapai.  His tireless efforts and whole-hearted co-operation contributed greatly to the maintenance of friendly relations between our two countries and to the successful prosecution of the war in the Pacific.
