Squadron Leader BURROUGHS was posted as the contingent commander of the logistics support element of Task Group Troy from July 2005 to January 2006 in support of Operation Enduring Freedom.  His principal role was to maintain the New Zealand Defence Force (NZDF) base infrastructure.  He ensured that his logistics support element provided the highest levels of service to the NZDF’s operational commitments in the region.  This was achieved by establishing an excellent working relationship with the Canadian Theatre Support Element, for the provision of tactical airlift resources to support NZDF operations.  On numerous occasions, many at short notice, he successfully negotiated the tasking of Canadian aircraft to transport NZDF personnel and stores in and out of Afghanistan, without any formal arrangement with Canada for such support.  He helped to forge this relationship by using his team to assist Canadian operations.  His planning of the movement of personnel and equipment in and out of Afghanistan using RNZAF aircraft was also meticulous and was fundamental to the ongoing success of the NZDF contribution to Operation Enduring Freedom.
